Budget – collecting all relevant costs;
Timeframe, both in terms of when the initiative should begin and whether it is three months, six months or one year program duration. You decide the duration but a two-week program is unlikely to be effective for a supervisor/manager development program.
People, in terms of developing, conducting/implementing and evaluating the program. The business case needs to specify who is involved, whether external consultants or internal HR staff.

Your evaluation plan is a very important part of your Business Case. You will need to provide an evaluation process, including both short-term and long-term evaluation criteria so that the executive can evaluate your proposal.
Example of an Evaluation Plan for monthly workshops for six months: monthly workshop evaluation. At the end of the program an evaluation of program impact (e.g. improved productivity, improved customer satisfaction, reduced absenteeism, etc.)
Remember that evaluating HR initiatives, such as talent acquisition, supervisor/manager development etc. usually is a longer term process.
